Quantity Surveyor Grade J9/J10 responsible for providing quantity surveying services at the pre- and post-contract stages, delivering advisory and consultancy services on construction costs, undertaking development and policy-related research on government tendering and contracting, and providing secretariat services for tenders, contracts, and the appointment of professional consultants.
Tasks
Preparing preliminary estimates, reviewing initial item take-offs, and providing cost advice during the design stage for planning and budget control purposes.
Preparing bills of quantities in accordance with the Standard Method of Measurement (SMM), and preparing tender or pre-tender documents to obtain competitive bids.
Preparing contract price estimates based on Build-up Rates provided, as well as quotations obtained from suppliers.
Providing advisory services on tender and contract administration, and managing the appointment of Quantity Surveying Consultants.
Processing the appointment of Quantity Surveying Consultants, reviewing Letters of Intent and appointment letters, recording performance, and monitoring the status of consultant fee payments.
Providing technical audit services for tender management and contract administration to ensure compliance with government policies, treasury instructions, departmental policies, and contract conditions.
Supervising, reviewing, and preparing draft guidelines related to tender and contract management.
Preparing a database of price rates based on quotations and as-tendered rates.
Reviewing all ICT requirements for each section and submits them to the Information Technology Unit (UTM), Corporate Management Branch, for consideration.
Managing training administration, competency gap analysis, implementation of the Quality Development System (SPK), as well as quality records and related reports.
