Islamic Affairs Officer Grade S9 responsible for planning and implementing programmes, activities, and services encompassing the eight core areas of Islamic Affairs Services (Perkhidmatan Hal Ehwal Islam, PHEI), namely Akidah dan Aliran Pemikiran (Creed and Schools of Thought), Dakwah dan Pembangunan Insan (Da‘wah and Human Development), Islamic Law, Tarbiyyah dan Tadribiyyah Islam, Islamic Finance and Economics, Halal Management, Research and Development, and Siasah Syar’iyyah Management.
Tasks
Preparing, planing, and conducting studies and monitoring related to akidah (creed), schools of thought, and deviant teachings.
Planning, implementing, and coordinating dakwah programmes, human capital development, and management of New Muslims (Saudara Baru).
Coordinating and enforcing Syariah laws, including operations, investigations, and record documentation.
Managing Islamic education, including teacher placement, curriculum, co-curriculum, examinations, and training and academic centres.
Planning and implementing studies and programmes related to Islamic finance, economics, fatwas, and Falak Syarie (Islamic astronomy).
Managing halal certification, audits, monitoring, and enforcement to ensure compliance with SOPs and Malaysian Halal standards.
Overseeing media, including print, electronic, and Quran printing, to ensure content control and appropriateness.
Managing administration and governance of marriage, divorce, reconciliation, mosques, suraus, community development, and takmir.
Planning and implementing Islamic appreciation programmes, publication of Islamic materials, Islamic calendar (takwim), and religious advisory services for ministries, agencies, and institutions.
Preparing reports, documentation, and effectiveness evaluations for all programmes, modules, activities, and Islamic Affairs policies.
Skills
Basic
Ability to deliver talks with strong arguments supported by accurate references.
Proficiency in the Arabic language.
Specific
Ability in Islamic research.
Broad knowledge of current issues related to Islam.
Skills in fundamental Islamic jurisprudence such as fiqh of worship and family law.
Skills in Quran recitation (Qiraah) with proper tartil and tajwid according to standards.
