Community Development Officer Grade S9 plans, coordinates, implements, and monitors the establishment and expansion of the Kawasan Rukun Tetangga (KRT), Skim Rondaan Sukarela (SRS), Tabika Perpaduan (TP), and Taska Permata Perpaduan (TPP). Detects and collects information/data on the unity climate, sensitive religious issues, and acts on matters that may threaten national security, while designing and implementing programmes/activities capable of preventing, intervening, and restoring situations that jeopardise national security in particular, and local community safety in general. Strives to enhance local community understanding of the importance of national integration, patriotism, and inter-ethnic relations based on the Rukun Negara and Federal Constitution. Provides biopsychosocial services to patients during treatment and rehabilitation processes, and assists in restoring social functioning so that patients become more productive, independent, and able to reintegrate into the community in accordance with their capabilities.
Tasks
Assisting in planning policies, guidelines, strategic plans, and budgets for the management of RT/SRS, psychological services, counselling, community development, and Bina Negara programmes.
Conducting biopsychosocial assessments, psychological assessments, and social assessments, and prepares evaluation, socioeconomic, and monitoring reports for medical officers, agencies, and other stakeholders.
Providing psychological intervention, psychotherapy, counselling, supportive therapy, and practical assistance for development, prevention, rehabilitation, and patient wellbeing.
Monitoring issues/conflicts, analyses the Societal Stress Index (SSI) and Religious Tolerance Index, and establishes Community Mediator Groups to maintain community safety and harmony.
Planning, coordinating, implementing, and evaluating unity programmes, cross-cultural activities, Rukun Negara education, and national integration initiatives.
Conducting discharge planning, home visits, follow-up treatment management, financial support, accommodation, institutional placement, and post-discharge follow-up actions.
Providing consultation services, advisory support, and discussions with medical officers, specialists, government officers (GO), NGOs, and other stakeholders, including serving as a liaison officer.
Skills
Basic
Ability in public speaking and communication both verbally and in writing in Bahasa Malaysia and English.
Ability to assess and analyse issues related to social unity.
Ability to provide explanations, clarification and advice on matters related to ethnic relations, culture, customs and taboos in a multicultural society.
Ability to understand political scenarios.
Emotional resilience and ability to manage emotions in situations of community tension.
Knowledge of protocol and social etiquette at national, state and district levels.
Skills in using various software such as Microsoft Office, Microsoft Excel, RT Information Development Systems and e-sepakat.
Specific
Ability in laws and regulations such as RT Regulations 1975, Emergency Act 1969, Penal Code and police powers in SRS.
Knowledge and ability in unity concepts such as assimilation, accommodation, amalgamation and integration.
Skills in mediation and community security intelligence.
