Competent Person (CP) - Major Hazard is responsible for advising and overseeing manufacturers classified under Major Hazard Installations to ensure compliance with the Occupational Safety and Health (Control of Industrial Accident Hazards) Regulations 1996. The role involves conducting and reviewing risk assessments, implementing and monitoring hazard control measures, coordinating emergency preparedness and response arrangements, and preparing required industrial activity reports and emergency site plans. They ensure that effective systems are in place to prevent and mitigate major industrial accidents, particularly those arising from chemical, mechanical or environmental hazards.
Tasks
Conduct scheduled and unscheduled safety audits for major hazard installations.
Conduct and review risk assessments to identify and assess potential hazards.
Implement and monitor hazard control measures to prevent major industrial accidents.
Provide consultation and safety training on major hazard prevention, hazardous material handling, and emergency preparedness.
Prepare, review, and submit required industrial activity, safety, and compliance reports.
Maintain and improve effective safety management systems to prevent and mitigate major industrial accidents.
Liaise with external safety and environmental regulatory authorities on major hazard compliance matters.
Coordinate the preparation and updating of Site Emergency Plans and related emergency preparedness arrangements.
Ensure compliance with the related Malaysian legislation on major hazard installations.
